Case Study: She Drives Change: A Toolkit for Redefining Opportunities for Women in Transport
She Drives Change (Week 4): Khyber Pakhtunkhwa, Pakistan - Transport as a Human Capital Investment
In Pakistan's Khyber Pakhtunkhwa Province, 49% of girls are out of school rising to 70% in the Newly Merged Districts. One of the most consistent reasons: no safe, affordable way to get there.
The World Bank's Khyber Pakhtunkhwa Rural Accessibility Project provides subsidized transport for girls from rural communities, with screened drivers, a code of conduct, and female chaperones accompanying girls on their school journey. The program is on track to reach 30,000 girls and has already seen schools report re-enrolment of girls who had previously dropped out.
Transport is easy to think of as just infrastructure. This project is a reminder that it is also a human capital investment. A girl who gets to school is more likely to complete her education and a girl who completes her education is more likely to enter the workforce. The road to school and the road to a job are often the same road.
